Enforced Social Isolation
According to the American Time Use Survey, in-person socializing has dropped by more than 20 percent over the past two decades, while time spent alone has surged. Among young people, alone time has risen by nearly half since 2010. Zoning rules that prohibit clustered housing, shared amenities, or nontraditional households make it legally difficult—or impossible—for people to live near friends, chosen family, or supportive communities. These aren't quirks of land-use policy. They are engines of our social decline.
Public Health Harm
One of the most powerful health interventions available is creating places that bring people together and make physical activity a natural part of daily life. Decades of research—including the Harvard Study of Adult Development—show that strong, sustained social connections are perhaps the single greatest predictor of long-term physical and mental wellbeing. In a nation where fewer than one in ten trips are taken on foot, the communities we are actively prohibiting are the exact ones most likely to encourage daily physical activity and lower risk of chronic conditions. By barring socially connected, walkable neighborhoods, existing zoning laws actively harm both mental and physical health.
Suppressed Housing Supply
Large-lot minimums, single-family exclusivity, and rigid use restrictions artificially constrain housing supply, driving up costs and limiting access during an ongoing housing crisis. Supposedly progressive states are hemorrhaging population as people chase relative affordability, decamping to more pro-development jurisdictions.
Erosion of Civic Life
It has been 25 years since Robert Putnam published Bowling Alone, warning of the erosion of civic and community life. Since then, the decline has only deepened. Participation in civic organizations, recreational leagues, volunteer groups, and informal neighborhood networks has fallen sharply. When everyday social ties fray, mistrust and acrimony take root—and democracy suffers. Communities designed around separation rather than proximity weaken informal social ties, reduce civic engagement, and undermine trust.
Mismatch Between Demand & Legality
There is clear demand for housing models that balance privacy with proximity—small-scale clusters, multigenerational living, shared spaces. Yet existing law often prohibits precisely these arrangements. The living arrangements the market is demanding—and that research shows foster health and wellbeing—are blocked at nearly every turn.
Housing law is social infrastructure.
Zoning and land-use rules do more than shape buildings. They shape health, equality, and civic life. When legal frameworks systematically produce exclusion and isolation, reform is not optional—it is a matter of legal responsibility and public interest.
We need to stop legislating people into isolation and ill health. It's time to treat community as infrastructure—as important to our collective wellbeing as roads, water, and electricity.
